THE ELECTORAL POWER: ELECTORAL INSTITUTIONS AND ELECTORAL BEHAVIOR IN AGUASCALIENTES, 1992-2014.
Synopsis
The political reforms of the last three decades have resulted in the creation of a common, homogeneous, continuous and unlimited space, where political struggles unfold, in which Tyrians and Trojans concur to agree on the principles, rules and procedures that must govern so that the electoral competition results in respect for citizens' decisions, fairness in the contest, clarity and certainty, among others; this space is called electoral system, in which there is room for both the left and the right.
The electoral system acquires relevance in a democratic society, and ours has managed to temper authoritarianism in the exercise of power, prevent impositions and make radical and violent groups leave the underground and the streets, inserting them in the decision making process to continue building democracy through the institutions, that is to say, with power and not against power.
